Norton Finance Committee takes no action on employee reclassification articles before town meeting
NORTON — May 4, 2026 — Norton Finance Committee sends personnel reclassification to town meeting without a recommendation, backs village zoning height cut. Meeting on May 4, the 10-member committee voted 6-4 for no action on Article 5, which would have reclassified an existing employee from Payroll and Benefits Administrator to Human Resources Generalist and created a new Director of Senior Services title at the Council on Aging — changes the town manager said were already in the approved FY27 budget and tied to an initiative projected to save the town roughly $150,000 in health insurance costs this fiscal year, with potential savings of $900,000 annually if the HMO is eventually phased out through negotiations with the Public Employee Committee. Multiple members cited the last-minute delivery of the materials — fewer than 24 hours before the warrant deadline — as the primary driver of their no-action votes rather than opposition to the reorganization itself. The committee reversed an earlier 4-7 defeat on Article 3, voting 9-1 to recommend reducing the maximum building height in the Village Commercial Core district from 60 feet to 45 feet and the allowable stories from four to three, following testimony from Select Board member Bob Kimball that a developer had proposed a 24-unit, four-story condominium on a half-acre parcel in Norton's historic town center. The Finance Committee report was approved unanimously with four minor edits, including changing "non-recurring revenue" to "variable revenue" in describing the town's use of free cash.
