The committee reversed an earlier 4-7 defeat on Article 3, voting 9-1 to recommend reducing the maximum building height in the Village Commercial Core district from 60 feet to 45 feet and the allowable stories from four to three, following testimony from Select Board member Bob Kimball that a developer had proposed a 24-unit, four-story condominium on a half-acre parcel in Norton's historic town center. The Finance Committee report was approved unanimously with four minor edits, including changing "non-recurring revenue" to "variable revenue" in describing the town's use of free cash.
