Finance Committee · Meeting of August 3, 2026

Norton Finance Committee reviewed a $79.8 million OPEB liability and a stalled King Philip Road petition without voting on either. Treasurer/Collector Lindsay Grasso said the retiree health trust grew to $1.56 million in fiscal 2025, lifting the funded ratio to 1.96 percent from 1.61 percent, while the net liability fell to $78.24 million. A DPW estimate pegged the cost of accepting King Philip Road and Charlotte Avenue, including land takings from 91 parcels, at $1.6 million, versus a roughly $150,000 to $200,000 mill-and-overlay betterment alternative.

"Here I've heard some loud voices... who's to say that all these people are in favor of this?" one staff presenter said. Members separately voted 6-0-2 to amend July 13 minutes and unanimously approved three other backlogged minutes sets before adjourning 8-0.
