Norton Finance Committee hears stark fiscal warning as town carries $118 million in unfunded retirement liabilities. Budget Director Basim told the committee Monday that the town's $83 million general fund is being propped up by $2.7 million in savings and free cash, with turnbacks in fiscal year 2025 hitting a nine-year low of $725,000 — less than 1 percent of the budget — leaving almost no margin for error. A 12 percent health insurance increase for fiscal year 2027 is projected to consume nearly all of the town's estimated $1.3 million in new real estate tax growth.
The largest item on the spring warrant is a debt exclusion for a school roof project budgeted at just over $10 million; after state reimbursement the net cost is approximately $4.5 million, with a ballot question set for April 11 and town meeting May 18. The committee voted unanimously to approve 11 sets of 2025 meeting minutes and noted that dozens of older minutes dating back several years remain unapproved or undelivered to the town clerk.
