Norton Conservation Commission continues Wheaton Estates subdivision hearing amid stormwater and flooding concerns. The commission voted unanimously at its March 23 meeting to continue the public hearing for the proposed cluster development at 30 Pine Street — file 250-1203 — to April 13, when an order of conditions may be ready. Commission Chair Julian Kadish and Vice Chair Lisa Carroza pressed applicant engineer Bob Forbes of Zena Consulting Engineers to go beyond the project's current Low Impact Development approach and infiltrate stormwater locally on individual house lots, citing the site's location within an Area of Critical Environmental Concern and Zone 2 wildlife protection area.

"We're asking them to max out LID because of the sensitivity of this site," Carroza said. Pine Street abutter Andrew Dates, 87 Pine Street, told the commission he already deals with basement water and fears the development will worsen flooding on his property; Forbes and wetland scientist Claire Vogelbaum of LEC Environmental Consultants said a completed peer review confirms no increase in peak flow rates to downgradient wetlands. Separately, the commission unanimously issued a certificate of compliance for the Norton High School Athletic Improvement project after Gale engineers confirmed revised hydrological modeling shows no increase in flows to adjacent wetlands from previously undiscovered drainage infrastructure.
