Norton Conservation Commission closes five hearings, continues Wheaton Estates subdivision review

Norton Conservation Commission continued its review of the 21-lot Wheaton Estates subdivision on Pine Street while closing hearings on five other filings at its February 23 meeting. Commission member Joe pressed applicant consultant Claire Hogan of LEC Environmental on whether the site — which falls largely within a Zone 2 wellhead protection area and the Three Mile River Area of Critical Environmental Concern — had been evaluated for rain gardens and other low-impact stormwater features, with Hogan saying she would forward the question to the civil engineer. The commission chair directed the applicant to strip vague language from the homeowners association operations and maintenance plan, warning that the word "primarily" does not constitute a clear directive.

The commission also flagged a potential segmentation problem with a planned Pine Street sewer connection and called for open-bottom box culverts at both subdivision road crossings in deference to wildlife passage values within the ACEC. The hearing was continued to March 9; stormwater peer review responses from engineer Pat Brennan of PGB remain outstanding.
