Norton Conservation Commission closes Wheaton Estates hearing, ties construction to sewer permit. The commission voted unanimously Monday to close the public hearing on the 21-lot Wheaton Estates subdivision at 0 Pine Street, file 250-1203, and issued an order of conditions requiring that no land disturbance begin until the commission issues a separate order of conditions for the planned sewer and water utility connection within town-owned Pine Street. Member Joe Carvalho secured conditions requiring MassDOT MASH-standard guardrails and a wetland spill kit; Vice Chair Lisa Perroza won language requiring wetland replication areas to be fully constructed, planted, and stabilized — not merely started — before any further earth disturbance.

The board also closed the ANRAD hearing for 89R North Washington Street after wetland scientist Ken Thompson of Five Wetlands confirmed one certified vernal pool and ruled out two additional candidates, and issued an order of conditions for a single-family project at 127 East Hodges Street. Chair Julian Kadish blocked a rail trail certificate of compliance, citing a standing drainage defect near the Norton-Mansfield line at mile marker 0.5 and an unfulfilled invasive species management obligation from the project's original notice of intent.
