The 21-lot Wheaton Place residential cluster at Zero Pine Street, proposed by Norton Land Company, won unanimous approvals on the definitive plan and two special permits after consultant Bob Forbes of Zenith Consulting Engineers reported minor Conservation Commission plan revisions and fire department hydrant relocations.

The most contested action involved 61 West Main Street, where Corvo Properties won a 6-1 site plan approval for a four-story top-of-shop building, but only after a 5-2 board finding that the applicant had made "a good faith effort to follow" the Village Center Core district's 60-40 commercial-to-residential ground-floor requirement — a standard several members said the project's parking-garage configuration did not clearly satisfy under the bylaw's own text.
